As of this week, the answer is now "neither". Very shortly, the JTL Professions portion of the web site will be changed. The design crew has changed the functionality a bit. If you heard the E3 buzz, you might recall us saying, "The Pilot professions will be content oriented, but the Shipwright will be skill point based to balance it with the ground game". Since then, we've changed the profession a bit.
As a result, the web site article on professions will be changing from:

Jump to Lightspeed features three unique piloting professions which are outside of the regular Star Wars Galaxies skill points. You must go on story-driven missions to advance within them. A fourth new profession, the Shipwright, is a new type of novice profession that won't be a ‘starting’ profession. Look for more details on the Shipwright profession as the saga of the Jump to Lightspeed develops over the summer of 2004!

No, its not an elite profession. It doesn't offshoot from either. It is something new
