They just bought Alienware so for shits and grins I priced a top of the line Alienware with four flat screens, 4 gigs of ram, and 4 nvidia 7900 cards and it topped 15k!

Is it me or has the hardware technology far, far surpassed the capabilities of software companies to use it?

I know the software out there is powerful enough to utilize all the hardware resources, but the time involved to create a great game seems to be causing the significant lag.

It's not far surpassed. But software is becoming more and more scalable these days. The minimum requirements would be low enough to not alienate most of the potential customers but the performance can be scaled such that even the highest specs could start struggling.

Another reason the specs of modern software is lagging is because many companies are creating games that will also be able to run on consoles, so the PC specs are limited by what is in the latest generation of consoles.
