I have tested this out on a pair of gloves and it works.

All you have to do is drop the segment (not tape) onto the socketed item (yes it has to be socketed) and it will used. Note that you can examine an item to see how many sockets you have.

also:

• There is no way to remove the item after it has been used.
• I still don't know how dual skills work (if only 1 becomes effective).
• In your skills window any item with a skill will appear as native skill/enhancer skill
