Layers
Primus - raises Kinetic AND Energy but lowers Elemental 1 point for every point added to K and E
Secundas - raises Heat and Cold but lowers Acid and Elec
Tertuis - raises Acid and Elec but lowers Heat and Cold
Acid - Raises Acid but lowers Elec
Cold - Raises Cold but lowers Heat
Electrical- Raises Elec but lowers Acid
Heat - Raises heat but lowers Cold
Kinetic - Raises Kinetic but lowers Kinetic
Energy - Raises Energy but lowers Kinetic
Unlayered - add nother takes nothing away

The bummer part is that Armor Cores need to be Factory made so I cannot really 'make to order'. Cores need Layers (optional) and 3 Segements (battle, recon or Assult). Once I have the Cores made I can 'make to order' the armor appearence. Wish that I could make a full suit To Order without factory runs as I think Layers will be pretty varied.

My initial results:
Most everything was made with 12 point XP and around 90% exp. Only Energy was lower due to bad named resources.

Segments: made with 4 layers Assult Segments

Energy not made yet but assume same as Kinetic, a bit lower due to bad resources
No Layers 967/967/967

Cores: Adv Assult Cores note: all cores seem to exp to only around 80%. Im a 12 point AS with primo resources

Kinetic 7198/3042/5120
No Layer Segments 6269/4269/5269 Note the very little difference from this to Prima Layered

Suits:
No suits made yet

Based on this I still think Prima will be the best option. Maybe Kinetic for 'grind suits'.

Last night I was running around naked until I learned of the armor refit trick. So I turned my high kenitic composite suits into padded armor ones for fencer/doc. So Ill be shopping for Battle/Padded armor suits from now on.

The refit changed my red composite into blue padded. Anyway to make red padded suits btw?

no armor can be colored anymore. Only during the crafting process. Devs said 'they would like to add...blah blah blah...in the near future".
