They always said it would be in-game, and I'm glad it will be displayed like this. In WoW or other games, you really never know if anything came out of reporting someone. This way, you and your friends can now bring a few barrels of ale and party at the feet of them.
The devs will be (and are playing) the ruling Roman elite and government, KFR, the lead dev, plays Commodus. So you won't see the equivilant of some rebel walking up to Darth Vader and spitting on him with no reprocussions lo.
