I'd like to understand why I can kill my enemy but I can't blind him?

Russians were using the weapon to blind pilots in the Northern Pacific.

It is something that can be done without any means to trace it for the most part.

You could cause horrific crashes and no one would be the wiser.

There is something to what you are saying. It is more humane to kill your enemy, but also more cost effective.
Since taking prisoners means that you have to treat them within the parameters set by UN (I think, don't hang me up on it) of how to treat POW's

But again these non-lethal weapons can still cause alot of damage, like Manti said, plane crashes, but also many more senarios that could be caused, especially in the civil-life.

These laser weapons are apperantly very difficult to trace so they could be ideal for terrorist to use.

But also as the article said they can cause blindness, even though they have lighten the strength of the lasers.

Basicly that's why some are reluctant to have them in use.

if you look at a most bans on weapons you will see that most of them are not kill weapons rather injury or mame weapons.

It is a common belief that it is cheaper for a soldier to die than it is to heal them.

then again maybe Im just a jaded wartime vet...
